Is anyone able to suggest what may be going on in this Victorian Carte de Visite which I estimate dates to the 1850s (click for larger image) ? I’ve enhanced the contrast but posted the original scan below too. It’s a group of village musicians outside an Inn, but what is the name of the Inn? And is that a decoration hanging above or just a part of a tree. I can see a large drum and some brass instruments, but what is the chap in the middle holding? Any thoughts, suggestions or insights greatfully received!

Looks like it says Wheel Inn. I’m trying to identify which one!!..
Also the guy in the middle could be holding one of these maybe? :
